History: Canon History! It's a little sparse and doesn't go into all the family politics or his years pre-canon, so I'll summarize that here. Basically: Theo's whole family on his maternal side are evil, nasty villainous people, to the point that most of the cultural mythology of Europa features them as villains. His mother was awful at being evil and nasty and wound up running off with a hero (which her family hated), and it's implied he traveled around with them for most of his young life until they were killed and he was put on Castle Wulfenbach. He grew up on the Castle and never left it until he was in his early twenties, so he was very sheltered in a little 'bubble' of an environment and didn't know much about how the country worked down on the ground beyond a vague idea. He also grew up getting away with a ton of shit: in canon, he's still Head Boy of the school despite also being in what amounts to eternal detention for misbehaving in ways that are as severe as sneaking into top-security laboratories.

The Girl Genius and Hunger Games worlds are very vastly different – GG runs on living tropes, rule of funny, and a lot of carefully-concealed fridge horror and mindfuck, whereas THG is a lot more subtle and gritty and obvious about its awful shit – and so a lot of changes need to be made, but bear with me, I'll try to explain them all as best I can.

*Born in the Capitol into a super rich family
*Parents 'disappeared' due to spouting too much anti-Capitol and anti-Games sentiment at 10
*From that point on was raised by his much less morally 'good' grandfather, Lucifer Mongfish
*Finally got to watch the Games (his parents had tried to keep him away from it)! Got super into it
*Went to University, got into chemistry, had an idea for a cool way to make mone
*Started a business making designer drinks when he got out, cushioned by his grandfather's money
*Did really well with it and got smart socially thanks to Lucifer training him up
*Is now 28 (aged up a little from canon to make his success and ability to sponsor match his age)

Presentation:

*Charming, witty, can carry a conversation well
*Loves to both hear and tell stories, often makes shit up for fun
*Smart! Excellent chemist
*Public relationship with the Games; sponsoring method (in it for the story, tends to spread his money around)
*Extensive bodymods: glowing yellow-green eyes (as a visual joke so he can say he's powered by his drinks), intricate white tattoos, obviously fake scars on left shoulder (for use as props in stories: 'DID YOU SEE MY SCARS FROM WHEN I FOUGHT THAT BEAR???')

Motivations:

*Manipulative; always attempting to build social webs where he can so he'll have a fallback or favors to call in because of:
*Worry over stepping out of line like his parents, because
*He honestly does feel that the Games may be just a little bit wrong, so he
*Channels that into helping a ton of tributes and trying to think about the Games as fiction rather than something real, because that makes it more acceptable to him
*Basically, a genuinely okay if potentially treasonous guy who's smart enough to know to keep his mouth shut

What is your character scored: I think Theo could pull a five, but no more. He's tall – given height ratios in the comics he's between 6'2'' and 6'4'' – and he's got a good body but he doesn't know how to use it. He has no training at all in any weaponry or even hand to hand fighting, being a pampered Capitol citizen. He has a very solid and detailed knowledge of chemistry given his line of work and University education, but that's unlikely to help him in an arena unless the circumstances are very, very specific or someone sends him supplies, the cost of which would probably be astronomical. Really, what would get him the bulk of his score is his personality. He's intensely charming, witty, funny, and above all good at using it to manipulate people. He's smart, and he knows how to wiggle his way into someone's good graces and nudge them into doing exactly what he wants while making them think it was all their idea. The Capitol viewers would eat it up and it might give him an edge in the arena, however slight.

Additional information:

Hunger Games AU and OC: If the Gamemakers included his canon self, it would likely be as a punishment for accidentally spouting too much anti-Games sentiment, for letting his true opinions show instead of the carefully-constructed social persona he usually uses. In addition, offing an iteration of him as a warning would get across the idea that he's expendable, which he very much is given the inessential nature of the work he does for a living, and would send that same message to anyone else who might think such things. They'll likely be watching him particularly closely due to his parents' transgression, I imagine, so anything he does may be interpreted in a worse light or punished more severely than if it came from someone else.

He's not from a district, but I'll answer how he feels about the Capitol. Really, he loves it! It's fun and flashy and there's always people to meet and tell stories to and hear stories from. It's perfect for a social butterfly, especially one who's actually a spider in disguise and likes to build carefully-crafted social webs of favors and information.
